GovCheck uses an artificial intelligence system to help Cities and Municipalities handle their residents’ requests faster. Here is what it does, what it does not do, and how your data is protected.
What the AI does
- It reads each request (text in French, Swahili, English or a local language, and photos) and suggests a category, the municipal service concerned, a priority, a summary and, when needed, a French translation.
- It flags requests that mention a possibly illegal charge, so that they are handled confidentially.
- On « My City », it answers residents’ questions only from the information the City has published (services, procedures, fees), citing it, and says clearly when the information is not published.
What it does not do
- It never decides: an agent of the City or Municipality reads every request, accepts or corrects the suggestion, and answers the resident.
- It publishes nothing, does not invent fees or procedures, and does not ask for personal data.
- It is not used to score, rank or monitor people.
Transparency
Every suggestion and answer produced by the AI is labelled as such. The model and the version of the instructions are recorded with each suggestion.
Evaluation
During the Uvira pilot, and then in every entity, GovCheck continuously measures the share of requests where the agent’s decision matches the AI suggestion (category, service, priority), by language. If the AI is not reliable enough in a language, requests in that language are handled by agents only. Results are published.
Your data
- You can make a request without an account and anonymously.
- Your name, contact and photos are seen only by the agents handling your request; they are never published.
- They are deleted one year after the request is closed; only anonymous statistics are kept.
- AI providers must neither keep your data nor use it to train their models.
- Data is processed under the DRC’s Digital Code (Ordinance-Law No. 23/010 of 13 March 2023) and CERC’s data protection policy, following the principles of the EU AI Act.
