GovCheck applies the UNCAC Coalition parallel report method, article by article, with evidence and a right of reply.
1. The scope: the whole Convention
The 71 articles are published with their official text. Articles 5 to 62 (chapters II to VI) create obligations and are rated. Chapters I (general provisions), VII (mechanisms for implementation) and VIII (final provisions) are reference provisions, not rated.
2. Ratings: in law and in practice
For each article, assessors answer questions in law (do the laws and institutions exist?) and in practice (are they applied?): Yes, Partly, No or No information.
- In law: full (90 % and more), largely (60 to 89 %), partial (30 to 59 %), not implemented (under 30 %).
- In practice: good (70 % and more), moderate (40 to 69 %), poor (under 40 %).
The assessor can adjust a rating by one step, with a published justification.
3. Gaps
Every « No », « Partly » or « No information » answer opens a gap to document with evidence (law, decision, statistic, report, reply to an information request). Sensitive gaps — named persons, lack of independence, sanctions — are reviewed by lawyers before publication.
4. The right of reply
Every assessed institution and the government (UNCAC focal point) can respond: correction made, reform under way, additional information or dispute. The response is published as is, next to the gap; assessors verify and update its state (acknowledged, reform under way, measure adopted, effect verified).
5. Recommendations and cycles
Recommendations are followed up (issued, transmitted, accepted, implemented, rejected). Each assessment cycle starts from the gaps of the previous one: the DRC 2021 cycle is published, the 2026 cycle is under way.
